tatoo artists in america?

I plan on getting a tattoo on the inside of my upper left arm this summer and i want it to be like watercolor style. It's going to be a somewhat abstract humpback whale and i'd like to use shades of blue and some black but no black outline. my only problem is finding the artist to do it. I am willing to pay up to 200 dollars per hour (if i absolutely have to.) I want the best. I wanted Amanda Wachob to do it, but she charges 300 which is just insane, especially because i guesstimate this one's going to take 3-4 hours.
anyway, i'll be on a road trip this summer and ill be going through Texas, California, New York, Pennsylvania, Illinois and lots of other states. I'd like to get it done near the end of my trip though-somewhere on the east coast. any suggestions?
